    I know for sure I will be booking a Disney trip for September. Can I make dining reservations now even though I have not formally booked to ensure I get the places and times I want??

    "Yes" and "Almost."  :-) 
    "Yes": You absolutely can reserve dining reservations without having a hotel reservation and/or park tickets. 
    "Almost":  You still need to wait a few days before you can make a dining reservation for September.  Dining reservations can only be made 180 days in advance.  To be absolutely sure of your exact "180 day date", I would recommend calling 407-WDW-DINE to ask them in advance, when you will be 180 days away from the date of your first desired dining reservation.
    If you had a Disney Resort reservation, there is one additional benefit worth mentioning.  That benefit is the fact that when you call 180 days in advance, you could also make reservations during that same call for the 10 days following the first day of your reservation (that is the "180 +10" perk of being a resort guest).
