I know that an 18% gratuity is automatically billed to parties of 6 or more. My question is does a one year old count as a person even though they will not be eating? Thank you for your help.

Yes. Everyone in your party sitting at the table in included in your head count, even babies. If there are six or more people in your group, of any age, then you will automatically assessed an 18% gratuity at table service restaurants. You may occasionally find a server who is willing to bend the rules, so it never hurts to ask, but in general you should assume that you will pay an 18% gratuity.
