Hi Berenice. Thanks for the great question. You do not need to be a resort guest to dine in any of the Disney restaurants, whether they're located in resorts, Downtown Disney, the Boardwalk or the theme parks. Click
here to book your reservations online, or you can call (407) WDW-DINE (939-3463). Reservations open up 180 days in advance, so book early to avoid disappointment.
You will need a theme park ticket to attend the character meals that are located in the theme parks. For example, breakfast and lunch at Hollywood and Vine in the Hollywood Studios would be require a ticket, as would Crystal Palace (Magic Kingdom), Akershus and Garden Grove (Epcot) and Donald's Safari breakfast and Tusker House for breakfast and lunch (Animal Kingdom). Chef Mickey's is located in the Contemporary Resort, which is conveniently located right next to the Magic Kingdom, so no park ticket needed!
Hope this helps Berenice!
