I chatted with a celebratory Cast Member who said those welcome messages are designed to be a pixie-dusted surprise and can't be guaranteed. But your best bet is to request your short message by calling
Disney Resort Hotel Reservations as soon as possible. They'll make a note in your account and do their best to accommodate you. For an even better chance, I recommend you mention it again at the Front Desk when you arrive.

In-Room Floral & Gifts page to see options for purchasing Disney-themed baskets, flowers, and balloons. My niece recently ordered a snack box for us, which was a magical treat to find when we arrived.
For a free birthday surprise, pick up a celebration button at the Front Desk or any Guest Relations location. I like to take mine to
Ye Olde Christmas Shoppe at Magic Kingdom Park where they'll paint on a name for a small fee. You might be surprised how many people want to wish you a happy day!
