    I've heard two differnet things when it comes to dining at Albert's and Victoria's, one is that you can not use the disney dining plan there and the other is that you can it would cost you 3 signature dining credits/points and then you just pay gratuidity?

    Victoria & Albert's is a fine dining experience that is not a part of the Disney Dining Plan.  It is a fixed price per person menu, plus gratuities, and this must be paid out of pocket - they do not accept dining plan credits.
