OK, I have to admit, not a huge need to see Tinkerbell in my house since I have three boys, however I LOVE Tinkerbell and was so excited to check out Pixie Hollow when I was there in February. I can tell you Tinkerbell and her fairy friends have become very popular, very quickly. Guests are not able to enter Mickey's ToonTown until it opens, which is typically an hour after Magic Kingdom opens, and the train does not stop in Toontown until the rope drops and the land opens so no sneaking in that way. I found in my own adventure to visit Tinkerbell, and in speaking to a number of Cast Members, that the line to visit her gets very crowded very quickly. The experts, aka the cast members, advised me that the best plan to see Tinkerbell is to be at ToonTown's entrance prior to the rope drop and head right to Tinkerbell as soon as you enter. I have heard that the wait can be over 60 to 90 minutes later in the day so I would be sure to make her part of your early morning plans.
Happy planning and think warm, hopefully we will see spring soon!
