Character meals are a special way to add pixie dust to your trip. It also saves time as you are guaranteed to see some of your favorite characters at a meal without standing in an additional line.
Without knowing the exact reference, I do not want to give you misinformation on what off dining is or is not. I can tell you if you go towards the end of breakfast or end of lunch, you will get more time as guests are generally not booked during those 15-30 minutes prior to the switch. The cast members need time to make the switch and so less seats are offered during that window. This gives you more time with the characters.
When my daughters were little, we would dine at Crystal Palace between 10:00-10:15 am. This allowed us enough time to eat breakfast and the characters would stay a little longer because there were fewer guests.
Lunch generally starts at 11:00 am and at 4:00 pm. However, check with the restaurant for their policy.
