Will be having dinner @ 1900 Fare on Aug 28. It's my daughter's 3rd b-day & was wondering if anything special could be done for her special day, even if I had to pay extra that's fine.

Hey Patricia!  Happy early birthday to your little princess.  There truly is no better place to celebrate a birthday than at WDW.
First of all have you considered ordering a birthday cake to be delivered to your table at 1900?  They have incredible princess cakes as well as a fantastic Mickey Mouse cake.  (The cake is actually the shape of his head and it just might be the best birthday cake I have ever tasted.)  This is a great way to really make her birthday special.  My other recommendation would be a trip to the BBB?
There is actually one located at the castle and what a wonderful treat.  I took my 5 year old there and she thought she was a true princess.  Packages and prices vary depending upon exactly what you think she might be interested in, but I can honestly say it's well worth the additional money.
Also make sure 1900 knows its her birthday and I'm sure your server will do a great job making sure she is greeted with many special birthday wishes.
Thanks for the great question and I hope she has a very magical birthday.
