Disney’s Port Orleans Resort - Riverside is one of my favorite hotels at Walt Disney World Resort. However, I can certainly understand your concerns about it being pet-friendly since your son is afraid of dogs. At Port Orleans - Riverside, specific buildings are designated as dog-friendly, including buildings
15, 24, 80, and 95. We had a recent stay there and have pet allergies in our family. I called to speak with a Cast Member and had a note added to my reservation, so they would know our needs when assigning us a room. While room requests are not guaranteed, in my experience, Cast Members will do their best to accommodate your needs.
It is important to note that, although you can request a building that is not designated as pet-friendly, dogs are allowed in public areas at the resort. Pet owners are required to keep their dogs leashed in these areas.

Disney's Port Orleans Resort - French Quarter is nearby (and you can even get beignets there!).
Disney’s Coronado Springs Resort is another excellent moderate resort that sometimes has rates and special offers comparable to Port Orleans - Riverside. Both resorts are great options to consider!
