We are flying in around 2pm in Oct. I am allowing 5 hours to get to hotel, check in, look around, and dress into costumes. Then we are going to MNSSHP. Can we get a photo pass at hotel or during the party or are they only available during reg. park hours

There will certainly be PhotoPass photographers at the Magic Kingdom during Mickey's Not So Scary Halloween Party. All you need to do is walk up to one of them and ask them to take your photo. After they've taken the picture, they will hand you a small plastic card. This is your PhotoPass card. Now, each time you find another photographer, just hand him or her the card and your other photos will be added to your same account.  When you get home, you can log onto disneyphotopass.com, type in the code number that is on the back of the card, and view and order your photos.

Just make sure not to lose your card. One tip that may help you with this is to use the camera on your cell phone to take a picture of the code number on the PhotoPass card. That way, even if you lose the card, you still have the information you need to retrieve your photos online.
