You've asked some great questions, and I'll be happy to provide you with some helpful information about the youth programming and the pools onboard. At the present time, children who are not potty trained are not allowed to check-in for secured programming at the Oceaneer Club and Lab even if they are three years olds. The reason being is that the youth counselors are not allowed to change diapers or accompany children in the bathrooms. Your daughter will be able to enjoy the youth spaces during Open House hours each day. Check your cruise newsletter or the Disney Cruise Line Navigator app for more information.
As for the pools onboard, the United States Public Health Services does not allow children in diapers in any pool, on any cruise ship for safety reasons. Disney Cruise Line does have a splash area on each one of their vessels for those not potty trained.
Nemo's Reef is on the Disney Dream and Disney Fantasy, Dory's Reef is on the Disney Wonder and Nephew's Splash Zone is on the Disney Magic. These splashtacular areas are a lot of fun and designed with little sailors in mind. My son was not potty trained on our first sailing, and I was definitely worried about him not being able to swim since he loved the water. Luckily, there was so much to experience, he didn't spend a whole lot of time on the pool deck, and he was happy with the wet area for the littlest cruisers. You'll love the water on Castaway Cay if your cruise stops at the Disney's private island. It's calm, shallow and perfect for sailors of all ages!
