And now onto the Too Much Information portion of this answer -- male readers avert your eyes :-)
I have this problem sometimes too, but rarely at WDW. The vast majority Disney hotel rooms have their showers within bathtubs. When I'm shaving my legs, I just prop them up on the side of the tub if I'm showering. Or sometimes I'll shave them while taking a bath (no awkward balance issues with this method). Then, just take a two-second long shower to get all the little hairs off you.
Another alternative would be to bring a small waterproof stool to WDW that you could place in the shower with you as a leg rest. I just did a search on Amazon.com and found several plastic step stools that fold flat for storage (or packing). One that looked particularly promising was the E-Z Foldz Step Stool that sells for approximately $15.
There are also wonderful spas at WDW where you could get your legs waxed and just avoid the whole shaving thing altogether. A full leg wax at the Mandara Spa at the Dolphin hotel costs approximately $75 and would leave you smooth for ages (or at least until the end of your vacation).
