Having been through a few trips with a child who was terrified of
The Twilight Zone Tower of Terror, I can relate to your dilemma! In our case, it was our oldest who was afraid, while our youngest has always been a daredevil!
But, GOOD NEWS!!! You can absolutely use
Rider Switch. This is a service offered by Disney to assist families with kiddos who just can’t ride (whether they are too small, too scared, or otherwise). Simply bring your whole family up to the cast member at the front of the attraction and ask if they offer Rider Switch (usually the answer is yes). Then, they will have the adult waiting with the non-rider wait in a designated area and give them a rider switch pass. The rest of the family will go ahead and enter the attraction line and ride. After the family rides, the waiting adult can go back to the line with the rider switch pass (and up to 2 other family members) while a different adult waits with the non-riding child.
This allows all adults to have a chance to ride any given attraction. It was a life-saver when we had a child under the height restriction, plus whichever child was riding LOVED getting to ride the attraction with both myself AND my husband!
If there is another attraction close by that your youngest CAN ride, you can even take her there to ride while the rest of the family enjoys the first attraction.
I will recommend to keep trying with your daughter, too. Mine did eventually grow out of the aversion to Tower of Terror and now it is one of her favorite attractions. Not pushing, simply asking if she is sure she doesn’t want to give it a try. You never know if you don’t ask, right?
