My Family and I will be going to WDW In Jan 2010 and have a family member that has two 3day park hopper passes that he never used. Is it ok to use them since nobody has scanned there finger at a park yet?

Yes. As long as the tickets are previously unused, then they are able to be given or sold to anyone. Once a ticket is used, it is not transferable away from the person that first used it.

Enjoy your stay at Walt Disney World!
