As you can imagine, the dates for
Mickey's Very Merry Christmas Party in 2021 are not yet published. Typically those will be announced around early April of that same year. Events at Disney like this party are always being tweaked to enhance the guest experience, but if I had to guess, it would not be held on December 23rd. For the last few years, at least as far back as 2016, Disney has hosted the final party of the season on December 22nd. There is no reason to think that this will change.
However I can tell you from past experience that the
Magic Kingdom on December 23rd, even if not hosting the party officially, is very much a Winter wonderland, even in Orlando! The decorations are all there. They typically will host the Christmastime parade twice that day, and they also host the Christmastime Fireworks. The crowd levels will be noticeably higher than you might get at a limited ticket event, but the park does usually stay open until midnight on those days around Christmas. So if you have the endurance to stay up that late, you can pack a lot of holiday magic in to your trip.
PERSONAL TIP: If you are OK getting a little wet, I would recommend that you take a nighttime ride on
Splash Mountain. The view of the park at night from the top of the mountain before you go down the main flume is simply amazing.
