Hi we are so excited about our 1st trip to WDW (7days) this upcomming Dec with our 2 boys. My oldest who will be turning 4 during the trip loves to play in the water. Since it's Dec (cold?)would you rec. water parks or park hoppers? We can't afford both.

I have been to WDW in December a few times. Once it was so cold we had to buy mittens for the kids at Epcot and my babysitter slipped on ice on the dock at the Wilderness Lodge. On a different December trip, I ended up wearing the same pair of shorts the entire week because it was too hot for the capris that  I packed. As you can see, it's hard to predict what you might encounter on your trip this year. So what I would suggest is that you wait until you get to WDW to decide. You can add features, such as the Water Park option or the park hopper option, to your base ticket even during your trip. You can do this at  any theme park ticket window or guest relations office. That way, you could wait to see what the weather will be like during your trip.

Some other things to think about are that if you might only be going to a water park for one day, the purchase of individual water park tickets could be more economical than adding the full Water Park Fun and More option. Or, if you are fairly certain that you will be spending time at a water park (sometimes only one is open in December), then you might decide to buy fewer theme park days, but add the Water Park option. This is described HERE.

Hope this gives you some ideas.
