Will the evening parades and fireworks (Fantasmic, Spectro parade, Wishes, etc) still go on if there is a light to moderate rain?

Possibly yes. It really is a judgment call based on the unique weather circumstances of the day. If there is lightening in the area or if there is a hard rain, the evening activities may be canceled. I have been at Epcot a few times during downpours strong enough to have Illuminations canceled for the night. On the other hand, I have been at Fantasmic during a medium heavy drizzle and the show did run. Almost all the audience members sat there watching the show while wearing ponchos with hoods. I can't say that this was my most pleasant Fantasmic experience, but it was better than nothing.

The cast members at Disney do understand how important these events are to guests. If it is safe to do so, they will make every effort to have the show go on.
