Does Epcot have water that shoots out of the ground (on a random cycle) for the little children to play in? If not, is there a location that has something like this?

Yes, Epcot does have a great play fountain area located on the main central path between Future World and the World Showcase. There are also water play areas in Toontown at the Magic Kingdom (at Donald's Boat) and near Ariel's Grotto at the Magic Kingdom.

If the weather is super cold or rainy, they do sometimes shut these water play areas down, but most of the time they are active. If you plan on having your children splash here, you might want to bring them a change of clothing. Also, you should be aware that diaper-age children will need to be wearing a swim diaper or diaper cover. This is only sporadically enforced, but when it is enforced, they are quite strict. Swim diapers can be purchased in all the resort gift shops and other WDW locations.
