Hi Moms! I will be in DW in Sept. and i have my park hopper tickets paid for.. I would like to go to the "not so Scary halloween party," my ? is " do i need to buy a diffrent ticket if im already in the park?"

Mickey's Not So Scary Halloween Party is what Disney calls a "hard ticket event." This means that you need a dedicated ticket specifically for that event. Neither a base theme park ticket nor a Park Hopper ticket will get you into the Magic Kingdom for the party.
You can buy tickets for Mickey's Not So Scary Halloween Party at any theme park ticket window or guest relations office, online HERE, or by phone at 407-W-DISNEY. While any of these methods will get you tickets, you should keep in mind that there is a price discount for MNSSHP party tickets if they are purchased in advance. Also, some nights of the Halloween Party have sold out in the past, particularly those that are on the weekend and those closest to the actual day of Halloween. If you are sure that you want to attend the Halloween party, then I encourage you to buy your tickets in advance.
