Disney Cruise Line is always happy to help guests investigate other stateroom options, so this shouldn't be a problem at all. I'd suggest pulling up the
deck plan for the Fantasy (click Deck Plan in the center of the photo) on your computer and calling Disney Cruise Line. Once you have a representative on the line, you can ask them about other stateroom availability, then you can view those locations for yourself on the website so you know where that particular room is in relation to other parts of the ship.
Don't worry too much if you can't find another stateroom that you'd like. I just got back from sailing on the Magic earlier this month, and my stateroom was above the Oceaneer's Club. I did hear a bit of the speakers when counselors were talking on the microphones for events, but that was not too often, and it wasn't enough that it would really be much of a bother at all. If you are concerned, certainly look into switching staterooms before you sail, but if it's not possible, I promise you'll still have a very magical and relaxing cruise on the Fantasy!
