Magic Kingdom Park, among other places, has become so much more than it used to be. There are now flavor variations and boozy editions, but if you stick with the classic, it is indeed vegan - and fat-free and gluten-free as well.
Any of the fruit versions of Dole Whip are vegan. The original pineapple Dole Whip recipe was changed about 10 years ago and is now made with a non-dairy creamer instead of the original vanilla ice cream, and that change carried over to the other fruit flavors. It's when you start adding the twirl when you run into trouble. The flavors usually twirled with the fruit flavors are not vegan.
