You're going to have the most magical time exploring the parks during the Holidays at the Disneyland Resort. I loved bringing my boys to the parks when they were that age. You can see the magic in their little faces.
Bibbidi Bobbidi Boutique at Fantasyland in Disneyland Park is an interactive and transformative experience, but it is only for ticketed Guests aged 3 to 12. The products used during the magical transformations are not intended for Guests under the age of 3, and while your daughter is almost 3, almost isn't close enough in this case. I'm sorry if that's not the news you were hoping for today.
The good news is that you can still dress your little one like her favorite princess, style her hair, and stop at every Disney PhotoPass photographer for precious photos to capture this special day. Also, you can stop by the Bibbidi Bobbidi Boutique and request that your daughter be Pixie Dusted, which involves a little sparkle. I'd also suggest making Character Meet & Greets part of your day. Switch from "Attractions" to "Characters" on the Disneyland mobile app map to see where you can expect to find your favorite Characters throughout the day subject to scheduling changes. It's not the only place to run into a princess, but you should find up to 3 waiting to greet little princesses and princes at Royal Hall in Fantasyland.

Disney Princess Breakfast Adventures. On our most recent stay, my boys loved meeting all their favorite royals and posing for fun pictures taken causally at the table and also posed with Disney's PhotoPass Service. All of us enjoyed the meal, which was both filling and next-level in execution.
