    We will be in Disney Oct 19-26. Is this a low crowd time to visit? I realize its the food and wine festival so are we going to regret going at this time. I received a flyer in the mail to get 40% off at a moderate resort if we booked at this time.

    Lucky you!  A 40% off coupon sounds pretty fantastic to me!

    The parks should not be terribly crowded at this time.  It's true that the Food & Wine Festival is a big draw, but that primarily affects Epcot attendance and not so much at the other parks.  Also this is something that you are likely to feel more on the weekends and not so much during the week.  (Many locals enjoy the festival on weekends)

    October is actually one of our favorite times to visit Disney.  Crowds are lighter, weather is good, Food & Wine and Mickey's Not So Scary Halloween Party are both going on...it's awesome!
