Can you get the dining plan if you already have non-expiring park passes?

    Christine,

At this time the dining plan is only available when you purchase a complete vacation package, including accommodations and park tickets.  If you are using your leftover park tickets from another vacation you won't be able to add the dining plan.

The only exception to this rule is for Disney Vacation Club members staying on points.  They are allowed to purchase the dining plan as a benefit of membership.
