The
Disney Quick-Service Dining Plan includes two counter-service meals and two snacks per night of your stay at most quick-service dining locations found across Walt Disney World Resort. Guests can add this option to their vacation packages only if they are staying at a Walt Disney World Resort
owned and operated hotel or with a Disney Vacation Club (DVC) reservation (including those booked using rented DVC points).
Conversely, the
Quick Service Dining Cards are only for Guests who are staying at eligible Walt Disney World-area hotels. These hotels are:

Walt Disney World Swan Hotel*
Disney Springs Resort Area Hotels*
Walt Disney World Good Neighbor HotelsWhen you book your vacation package at one of the hotels mentioned above, you'll be given the option to add a Dine Card, for each person in your party ages three and older. Currently, these cards have a value of $40 per adult (ages 10 and up) per day and $15 per child (ages 3 to 9) per day, although this is subject to change. The Quick Service Dining Cards can be used at select quick-service dining locations at the Walt Disney World theme parks, water parks, Disney Springs, and Walt Disney World Resort hotels.
I called Guest Services, and the Cast Member was kind enough to send me the Terms and Conditions of the Dine Card, which stated the following: "At the Walt Disney World Resort, the Disney Quick-Service Dine Card can be redeemed at select Quick Service food and beverage locations, including select kiosks and food carts." It seems to me that you shouldn't have any trouble using the Dine Card at most of the booths at the
Epcot International Food & Wine Festival. Also, since the card works similarly to the Disney Gift Card, you can pay the balance of your meal with it, and that includes alcoholic beverages.
Michelle, make sure to pick up your free Festival Passport when you enter the Park, which comes with a pack of stickers for you to mark off which food booths you've visited. I'm looking forward to trying the Spicy Dark Chocolate Picante Mousse and the Steakhouse Blended Burger from the Flavors from Fire booth (my niece is currently there with the Disney College Program, and she tipped me off to her favorites)!
