I want my DD4 to enjoy all that Epcot has to offer. Do they still offer the 'Epcot Passport' kits? What is in the kit? Can she use it like a passport at each pavilion and possibly get signatures from the CMs working in their home country pavilion?

I did see Passport kits for sale at Epcot when I was there just a few weeks ago. I saw them at Mouse Gear and at the International Gateway shop, but they probably sold at many other Epcot locations as well.

Prices can change, but currently the Passport kit costs approximately $10. The kit includes an Epcot button. A sticker sheet with a sticker that looks like a postage stamp from each of the 11 World Showcase countries, and a passport. The package notes, "This Passport is designed to enhance and enrich your visit to the World Showcase. Document your "travels" with the included stamps from each country, make notes of your adventures, and receive a special "departure validation" from each country." Generally the means that the cast members in each country will ink stamp the passport, similar to what would happen with a real passport. However, if you asked cast members in the countries to sign your daughter's passport instead of stamping it, I'm sure they'd be happy to do this for you.

Have a great time exploring the World.
