Disney Cruise Line does offer ground transportation from the
Walt Disney World resorts collection hotels, however, those shuttles do not travel to other resorts in the area. In order to take advantage of the
Disney Cruise Line ground transportation, you do have to be a guest at one of the resorts. Your ground transfer documents are provided upon check-in or delivered to your resort room the night before you sail. You wouldn't be permitted to walk over and board the shuttle.
There are options. You'll find a variety of private car services available from your resort, but one of the best-known names is Mears. They can do transportation from your resort to Port Canaveral, and will even pick you up at the end of your cruise if you pre-arrange transportation.
Check with your resort and see if they offer a shuttle service. They may have an available service or they may have a car service they recommend.
Another option is to use rideshare services, such as Uber or Lyft. They'll take you directly from your resort to the port, and that will allow you to select your
port arrival time and go when you're ready.
