    Generally yes. The face (talking) characters will accept a small hand-made gift, such as a drawing, from a child. What you'll want to do is find the nearby character handler that is monitoring the guest/character interactions. They will be observing from a few paces away, will have a cast member name tag, and often a headset or yellow vest. Tell the character handler what you would like to do and ask permission to pass along your gift. The majority of the time, permission will be given. The characters need to have their hands free to sign autographs etc., so they won't be able to physically hold the gift for very long. They will admire the gift for a moment and maybe pose for a photo holding it, but then they will likely pass it along to the character handler for temporary safe-keeping.
