My daughter is not quite 40 inches tall yet and my question is how strict is WDW on the height requirements for the rides? She probably has another half inch to reach 40.

The cast members at WDW are VERY strict about measuring children's height for the rides. In most cases, children will be measured at least twice before being allowed onto any attraction that has a height requirement. This is for the safety of all guests.

However, one thing you should think about is that children will be measured wearing their shoes. Some of my children's sneakers have soles about half an inch thick. Something like this might work out better for you than a flat flip-flop.

    Good luck!
