If my daughter 39 inches tall will she b allowed on ride for 40 with adult

Hi, Andrew!  Whether or not an adult accompanies the child, the height requirement will still apply.  Each Guest that goes on a ride must meet the minimum height requirement, if there is one. Disney is quite strict about making sure that children are tall enough for rides. In most cases, Guests are measured twice before they ride, just to make sure. The height requirements are there to ensure the Guests' safety -- the seat restraints fit, etc. Happy planning and have a Magical vacation!
