I am coming to WDW in May with my parents and siblings (total of 5 adults). We would like two rooms at the value hotel (probably Music) so our parents can their own room. Can we create two separate vacatoin packages with rooms next to each other?

Hi Jeana, Yes, I have done exactly this with my own parents. Go ahead and make the reservations separately. When you make, the reservations, each person should make a note that your are traveling with the other party. Then, and this is the really important part, 4-5 days prior to your trip CALL THE RESORT DIRECTLY. Explain your situation and tell them what type of room configuration you want. Do you want the rooms directly next to each other, or is across the hall OK? Requests such as this are not guaranteed, but Disney does make every reasonable effort to accommodate guests. When I've done this with my own family, our requests have been honored. When you know where you're staying, please write back and we'll let you know how to contact the resort directly.
