    Which characters are at 1900 Park Fare for Breakfast in September? I'm reading conflicting things and I was told when reserving the dining that it was Cinderella, Prince Charming, Step Mother, and sisters, but now I'm reading that it's Mary Poppins, ect

    I'm not sure why you read or were told that breakfast included Cinderella.  Breakfast is indeed with Mary Poppins and friends, and it has been that way for a while.

    Diner at 1900 Park Fare is the "Cinderella's Gala Feast", and it typically includes Cinderella, Prince Charming, the Fairy Godmother, etc. (some characters might only be available in the lobby for photos)
     
    Breakfast at 1900 Park Fare is the "Supercalifragilistic Breakfast", and it includes the "practically perfect" Mary Poppins, Alice in Wonderland, the Mad Hatter, and other friends.

    Bonus tip: If you are set on dining with princesses, you can also try Akershus in the Norway pavilion at Epcot.  Of course there is also Cinderella's Royal Table at the castle in the Magic Kingdom, but you probably already know that. If at first you can't find availability, I highly recommend calling back (407-WDW-DINE) every few days to check for availability due to other cancelations.
