I spoke to an easel-wielding Cast Member who said the artists at the carts who draw cartoon likenesses of guests are available on a first-come basis. Unfortunately, reservations are not offered, and if there is a wait, you'd typically wait your turn there.
He added that some artists will take a photo so you can grab a meal or experience an attraction, but that will depend on the individual cart. I think it's fun to be drawn in real-time because that adds to the memory!
As far as where the artists and their carts can be found, this can vary seasonally and even daily. I recently saw an artist near Liberty Square at
Magic Kingdom Park, and I've had friends say they've seen carts at a few spots around the World Showcase at
EPCOT.
My tip is to stop by
Guest Relations at any theme park entrance to see if they can share the caricature cart locations scheduled for the day.
Outside the theme parks, you can look for caricature artists at
Disney Springs. I've heard you can sometimes find a cart there near
The Art Corner by Artistic Talent Group. I've also seen carts set up in the lobbies of many
Disney Resort Hotels, so be sure to check there.
