My brother told me that when he was in Disney a couple of years ago he was able to purchase an extended hours ticket that allowed them in the park from 11pm until 2am. Is that still available?

I think what your brother is referring to is the old E-Ticket nights. From 1997 to 2004, Disney offered a program where Disney resort guests could pay a fee to be allowed into a theme park for a few extra hours after park closing time. This program has since been discontinued and replaced with Extra Magic Hours. Extra Magic Hours are a free perk available to all guests staying at the WDW resort hotels. With EMH, on select days resort guests have either an extra hour in the morning, or three extra hours in the evening to enjoy some of the parks' key attractions. Disney varies which park has Extra Magic Hours on different days of the week. Check the park calendars for more information.
