Each type of Annual Pass has different blockout dates. With the Pixie Dust Pass, all weekends (Saturdays and Sundays) and peak and holiday periods are blocked out. So, unfortunately, your brother will not be able to use his Pixie Dust Pass to enter the parks on the weekends.

The “after 2 PM” rule only applies to
park reservations, so that will be a separate thing from blockout dates. You will not need a park reservation when using any type of
Annual Pass if you’ll be visiting a theme park after 2 PM (except Saturday and Sundays at Magic Kingdom, in which case you would still need a park reservation).
Depending on when you’ll be visiting, it could be worth taking a peek at the
current special offers to see if any of those ticket deals would fit into your plans! Although your brother wouldn’t be able to use his Annual Pass on the weekends, he may be able to find a good deal to join in on the fun.
A lot of the current deals go through late September, which would be perfect timing to enjoy
Epcot’s Food & Wine Festival. They just launched this year’s
Disney Eats Foodie Guide, and there are some incredible-looking dishes and drinks!
