    i am bringing my grandson to the Halloween Scary Party on Sept 18, 2009 and i am staying at the Carribean Beach Resort an i heared that we could enter the park at 4:00pm on 09/18/09 is this true ?

    Yes.

    While Mickey's Not So Scary Halloween Party officially starts at 7:00 p.m., you will be allowed admission into the Magic Kingdom using only the Party tickets beginning at 4:00 p.m. If you'd like to be in the Magic Kingdom earlier than 4:00, then you'll need to use a regular park admission ticket.
