Can we bring outside snacks and drinks in the parks in a backpack? Also, can we bring a personal kids wagon into the park rather than rent a stroller?

You are welcome to bring outside snacks and beverages into the parks. This is a great way to save a bit of money or to accommodate a family member with a food-related medical condition. You should, however, be aware that glass food and beverage containers are not permitted (glass baby food jars are an exception).

Unfortunately, you will not be allowed to bring your wagon into the park. The only wheeled items allowed into the parks are strollers, wheelchairs, and ECVs. Wagons, coolers with wheels and even shoes with wheels may not be used at the theme parks.
