I certainly hope that you had a wonderful and magical visit to the Disneyland Resort! When I'm in Galaxy's Edge, I love browsing through the Marketplace and admiring the clothing at
Black Spire Outfitters. It's the perfect place to shop when you're looking for a Star Wars themed outfit.
On a normal Park day, Guests aged 14 and older are not allowed to wear costumes and must have proper attire. I always encourage Guests to study the
Park Rules and Regulations to make sure that they are in compliance, paying specific attention to Prohibited Items and Guest Attire Policies.
However, on Special Events such as
Disneyland After Dark parties, all Guests are allowed to wear costumes! Disney has a
Dress Code for these Events that expressly states that "capes may be worn if the length does not go below the waist" for Guests ages 14 or older.
I'm sorry that I can't provide a more definitive answer for you. Ultimately, it will be up to the Cast Members at the security checkpoint if your cape is allowed through and if they feel that you are wearing a costume. That being said, there are many Guests who have perfected the art of Disneybounding. Their outfits take inspiration from a specific Disney character and they use everyday pieces of clothing to channel that character. It's a really cool practice and I'm always envious of their creativity.
