Thanks for bringing your question to planDisney. I'm certainly no Jedi Master like Obi-Wan Kenobi, but I'll do my best to assist in your Lightsaber mission.
In my experience, each Lightsaber has an activation button on the hilt which should quickly illuminate the blade. If yours is not responding when pressed it's possible that the blade is not properly inserted into the hilt, or simply that the batteries need to be replaced. I've scoured the galaxy (aka the internet) to see if I could locate your particular Lightsaber and came across
this item from Disneystore.com. This model takes 3 AAA batteries, which are included with the purchase, but the Force may be no longer strong within them. I've also come across a few assembly videos for this Lightsaber which suggest that the thinner display hilt will not allow the blade to illuminate. You'd need to switch to the thicker upper portion for the light and sound effects to function properly.
