    I just booked a package for February 2013, with 4 day base tickets, because I'm on a budget. If I decided to make them hopper tickets, can I do it when I arrive at the resort? I will have more cash to spend once I'm at Disney then I do now.

    You sure can! You won't do this at the resort, but at a theme park. Just stop by guest services at whichever park you visit first and they will be happy to assist you in the ticket upgrade.
