which is the best park to be at for the 4th of july fireworks, and if you are staying on property will you be let into the parks no matter what

The classic July 4 fireworks are at the Magic Kingdom, but the Magic Kingdom will also be the most crowded park that evening. There will be a special Independence Day coda to Illuminations at Epcot as well, and Epcot tends to fill up a bit more slowly on holidays. So if you're looking to minimize the squish factor, then that's where you might want to go.

As far as holiday park entrance goes, Moms Panelist Bret does a great job of describing capacity crowd procedures HERE. If the parks do reach Stage 4 capacity, then even resort guests will not be allowed into the parks, but only for a short time.
