Walt Disney World, with the busiest weeks occurring over school vacation times, such as winter break (the last two weeks of December) and the week of Thanksgiving. I think if you book any time from mid-November through mid-December (excluding Thanksgiving week), you will likely experience smaller crowds than the weeks outside of this time frame.
