    If we attend Mickey's Not So Scary Halloween Party on our trip in Sept what is the earliest we can go into Magic Kingdom with those tickets if we have been in another park that day and do not have park hopper?

    This is the one situation where you can visit two parks in one day without a Park Hopper. Regular theme park admissions and party tickets are completely unrelated. You would be welcome to visit Epcot (or Hollywood Studios or Animal Kingdom) in the morning using your basic theme park ticket and then attend Mickey's Not So Scary Halloween Party in the evening using your party ticket.
