Very simply,
Mickey's Not-So-Scary Halloween Party is a special ticket event, held in the
Magic Kingdom Park after the park has closed. The party typically features Halloween-themed entertainment, trick-or-treating venues, and many of the attractions open. Since these special events typically have smaller crowd levels than during a standard day, that can mean party guests can get more attractions in during that event.
The park hours and fireworks schedule have not yet been posted for November 18th, but basically with your ticket you can visit during the posted park operating times. For guests who have purchased that special event ticket, they would be able to enter the park starting at 4:00 pm, and then the party would extend past the posted park closing time. Without a special event ticket, you would need to leave the park at the posted park closing time. So, if the park closes at 7:00 pm, you will leave then, but there would be guests staying for the party, which might extend to 11 pm or midnight.
As for fireworks, you will just need to see when they are posted. In past visits I have found that they have shows like
Disney Enchantment performed at the end of the normal park times, and then again a second time for event guests, often with a holiday theme change.
BOTTOM LINEThere have been times when my family and I purchased the special event tickets, and we certainly enjoyed those nights. But there were other visits where the regularly scheduled day was more than enough for us. Especially when our girls were young, and we knew we would not be able to stay far into the night, the extra expense was just not going to be worth it. On those nights we enjoyed returning to our resort hotel to explore and maybe get an early evening swim in before going to bed! Also, know that even if you do not go to the party, there is plenty of great Halloween themed fun in the park during the day.
BONUS TIP
For guests who enter the park with a special event ticket, they do not have to also use a standard theme park ticket.
