At Allears.com, it says the single strollers available for rent are for infants newborn to 9 months, but from the picture, it looks like they only have a hard seat and foot area for an older child?

There are a very few rental strollers which would be available for the youngest infants. There is no way to guarantee whether any of these would be available during your trip. The vast majority of the strollers are sized for child more like a year and up. If you have an child under one year of age, and particularly if you have a newborn, I would 100% recommend that you bring your own stroller. The regular Disney strollers are not adjustable and they are not padded. A newborn would likely be quite uncomfortable.
