ADR at Tony's Town Square. Can a soup or salad count as an appetizer? If so, is that always the case when starters and soups and salads are offered?(especially if they are cheaper)

The appetizer list is always clearly noted on the WDW menus. If you like to see the menus for any of the Disney restaurants, go to the website allearsnet.com. Click the search button (near the top right) and search for an article called "Menus from Around the World." Most of the WDW table service restaurants have some form of salad on the appetizer list, and many have a soup as well.

Specifically for Tony's, the menu there includes mixed green salad, tomato and mozzarella salad, minestrone soup, and a daily soup special as appetizers. Additional appetizers include mussels, calamari, and a spinach and artichoke dip.
