First, thank you for your service. And how wonderful that you have foster children and are bringing them to Walt Disney World. What a special experience for your entire family.
There is currently a
special offer for members of the U.S. Military to receive discounted 4 or 5 day military promotional tickets. This is a great deal and will offer a wonderful discount for your family.
The Disney Armed Forces Salute Ticket also has an exception policy built into the purchasing of the tickets that states: "For families larger than 6, Disney states "Exceptions should be made for immediate families larger than six people." For example, if a family has five children, Disney will allow all members of the family to purchase Disney Military Promotion Tickets, for Mom, Dad, and the five kids." So you can most likely add your two foster children to the package.
In regards to the
Disney Dining reservations, you must have a reservation for all members in your party, so if you have a reservation for five, you may not bring two extra guests. While there may not be a reservation open at that same time and date, you can definitely check back closer to your reservation to see if a spot opens up. I also like to look for reservation times that are uncommon, such as 2:00 or 3:00 for lunch, or 9:00 for dinner. You will be much more likely to find a reservation for seven at that time.
