I chatted with a slightly sleepy Cast Member named Estelle, who must have rope-dropped recently, and she said you cannot book
Minnie Van Service in advance for on-property travel. Since exact operating times for the vans can vary, she suggested hopping on the Lyft app early that morning, around 6:30 AM, to see availability and book your polka-dotted chariot.
Estelle added that Minnie Vans come equipped with two car seats, and your driver will help get everyone safe and settled. My pal Amy recently booked one for a similar reason, and you can read about her fabulous experience

Guests staying at Deluxe Disney Resort Hotels can
pre-book a ride in a Minnie Van from the airport to their resort by calling up to 60 days in advance. But once you're on Disney property, you'll book your ride when you're ready to roll.
Buses usually begin running
about 45 minutes before Early Theme Park Entry, and they drop off near the Magic Kingdom entrance. If you'd rather use complimentary transportation, my tip is to have your group in the bus line about
half an hour before that so you'll be on one of the first buses. I bet you'll get to the park pretty close to rope drop using that strategy.
