    Will I still be able to make ADR's if I have not paid for my vacation in full?

    Absolutely. You do not need to have your hotel room paid in full in order to make dining reservations. The two items are completely unrelated. Many local Orlando area residents and guests staying at non-Disney hotels make Disney dining reservations every day. You can make your reservations by calling 407-WDW-DINE up to 90 days in advance of your trip.
