    I have a 2 year old who will turn 3 in March(if that sounds right!!) and we plan to visit just before her 3rd bday. Does it make sense to do thr 4+3 offer or wait till she is a little older and do the 40% off offer...which is better pricewise? And which

    If it were me, I'd opt to vacation as soon as possible!  Then there would be the added bonus of your daughter not having to pay park admission if you visit prior to her third birthday.
